Hockey Pool Constitution

1.0 General rules
1.1 Team
The hockey pool team consists of 28 players split into the three following categories:
-20 Active players
-7 Farm Team Players
-1 Hot Prospect
1.2 Active Roster
The active roster must include:
-3 Goalies (3 only)
-minimum of 2 defencemen
-the remainder of the team must consist of forwards and defencemen
1.3 Farm Team
The players on the farm team do not collect points until they are promoted to the Active Roster. Players on the farm team can be from any position.
1.4 Hot Prospect
The hot prospect can be any player. Hot prospect must be placed on the next seasons protected list. Hot prospect must be named before the new season (with the list of players on active roster and farm team). Once the hot prospect has been declared (with the owners finalised preseason roster), the player must remain as the hot prospect until the protected lists are due. Hot prospect cannot be used (promoted/demoted, traded or dropped for free agent) for the complete season that the player has been assigned as hot prospect. Hot prospect can be traded once all owners protected lists are submitted.
1.5 Points
Points begin accumulating on the first game of the regular season. With respect to trades, promotions and free agents, points begin accumulating at 7:00pm Monday nights during the regular season. Points awarded are as follows:
-Forwards Points equal to number of goals and assists accumulated.
-Defence Points equal to number of goals and assists accumulated.
-Goalies 2 points for a win, 1 point for a tie, 1 additional point for a shut-out.
1.6 Player Eligibility
Owners cannot draft or sign a player whose NHL rights are not currently or have previously been owned by an NHL team.
2.0 Transaction Definitions
All transactions must take place in a ‘one-for-one’ fashion. That is, there must always be 20 players on the active roster and 28 players on the team. Exceptions to this rule are listed in section 3.5 entitled “Transaction Timeperiods”.
2.1 Promotions (and Demotions)
An owner may promote a player to the active roster at any time. If a player is promoted to the active roster, another player must be demoted to the farm team as long as there are 20 players on the active roster and 28 players on the team. A player is considered promoted at 7:00pm Monday. Points for a promotion begin to accumulate 7:00pm Monday night for any player promoted before this time. Any player can only be promoted once on an owners team during a season. If a player is traded after he has been promoted, the player can be promoted once by his new owner. Additionally, once a player has been promoted on an owners roster, he cannot be subsequently traded and then traded back to the original owner and placed directly onto the original owners active roster. If an owner signs a free agent and places him on the farm team while dropping someone off of his active roster, he must promote a player from his farm team to his active roster. This scenario counts as both a free agent signing and a promotion and both fee’s must be paid. Please refer to section 3.5 (Transaction Timeperiods) for the period of time that promotions/demotions are allowed. Price to promote = $1.00 (demoting is free).
2.2 Free Agents
A free agent is any player who's rights are not already retained by another owner. If a free agent is signed, another player must be dropped as long as there are 20 players on the active roster and 28 players on the team. Please refer to section 3.5 (Transaction Timeperiods) for exceptions to this rule. The first owner to notify the point manager of a free agent signing will be considered the owner of the players rights. The free agent may be place on the owners farm team or directly onto his active roster. If the free agent is placed directly onto the active roster, this is not counted as a promotion and only the free agent signing fee is paid. Only players whose NHL rights are currently or previously owned by an NHL team may be signed as a free agent. A free agent is considered a member of a owners team 7:00pm Monday. Points for a free agent assigned to the active roster begin to accumulate 7:00pm Monday night. Please refer to section 3.5 (Transaction Timeperiods) for the period of time that signing free agents is allowed. Price to sign a free agent = $5.00.
2.3 Trading
Any number of players may be traded from one owner to another. When a player is traded, he may be placed on the new owners farm team or on his active roster as long as there are 20 players on the active roster and 28 players on the team. The Hot Prospect may not be traded except at the end of the season when all owners protected lists are in (see section 1.4). Please refer to section 3.5 (Transaction Timeperiods) for exceptions to this rule. If the traded player is placed directly onto the active roster, this is not counted as a promotion and only the trade fee is paid. A player is considered traded 7:00pm Monday night with both owners consent. Players placed on the new owners active roster begin accumulating points 7:00pm Monday night. Please refer to section 3.5 (Transaction Timeperiods) for the period of time that trading is allowed. Price to make a trade = $2.00 per owner regardless of the number of players involved in the trade.
2.4 Point Manager and Transactions
The point manger is the person responsible for keeping track of points and transactions. Point manager is responsible for providing owners with weekly updates of standings, transactions and owner rosters. The point manager is responsible for providing all owners with the protected lists and draft order before the preseason draft. The point manager is also responsible for providing an expansion owner with the expansion protection list and then providing the other owners with the list of players drafted and remaining on their team. All owners must notify the point manager of transactions before 7:00pm Monday of each week for the transaction to be considered valid. If the point manager is unavailable, the owner must notify the point manager assistant of a transaction before 7:00pm Monday. It is advisable for owners to notify both the point manager and his assistant of transactions to ensure that there is no confusion in the future. If both the point manager and his assistant cannot be reached, an owner must contact another owner and relay the transaction. The transaction must then be reported to the point manager and/or his assistant by the owner who made the transaction as soon as they can be reached. Any suspected fraud will be investigated by all other owners and the penalty for cheating is loss of the following weeks worth of points.
3.0 Transaction Time Line
The previously described transactions are allowed to take place (and not allowed to take place) at various times of the year. To properly define which transactions can be done at particulary times of the year, the following names and conditions must be defined.
3.1 Hockey Pool Trade Deadline
The hockey pool trade deadline is defined as "one Monday after the NHL trade deadline". This allows one opportunity for transactions after the NHL rosters have become final.
3.2 End of the Season
The end of the season is defined as the end of the NHL regular season.
3.3 Protected List
The protected list is due August 31 of each year. Each owner may protect any 19 players but must include the preceding seasons hot prospect. The hot prospect can be traded once each owner has submitted his protected list. If the new season includes a expansion owner, the expansion draft must take place before the protected list is due. Each owner is responsible for providing the point manager with his protected list on the specified date. The points manager is responsible for providing a copy of each owners list to every other owner before the preseason draft.
3.4 Preseason Draft
The hockey pool preseason draft will take place on the Friday night of the last week in September (date may change due to availability of owners) beginning at 7:00 and when the draft is complete, all owners are to relocate to the local establishment for a minimum of one drink. The draft will have nine rounds and rank in the draft is opposite to the finishing rank of the previous years pool. Only players whose NHL rights are currently or previously owned by an NHL team may be drafted. The point manager is responsible for providing the order of the draft (to come with protected list). If an expansion owner is allowed in the hockey pool, he will draft last.
3.5 Transaction Timeperiods
The following timeperiods show:
i. the names defined above as boundry conditions
ii. an estimated date for each boundry condition
iii. which transactions can take place
and iv. the exceptions to the ‘one-for-one’ transaction rule
3.5.1 From Preseason Draft until Hockey Pool Trade Deadline: (Mid September - Late March)
All transactions can take place. There are no exceptions to the ‘one-for-one’ transaction rule.
3.5.2 From Hockey Pool Trade Deadline until End of the Season: (Late March - Mid April)
Owners may not sign free agents or trade with other owners, but are allowed to promote and demote players on their team. There are no exceptions to the ‘one-for-one’ transaction rule.
3.5.3 From End of the Season until Protected List: (Mid April - Late August)
Owners may not sign free agents but all other transactions can take place. In a season with an expansion draft, the ‘one-for-one’ transaction rule is not in effect with respect to trades (after the expansion draft). In this case, an owner must have a maximum of 28 players (including hot prospect) and a minimum of 19 players (including the hot prospect) on his team. In a regular season that has no expansion draft, the ‘one-for-one’ rule is in effect for all transactions.
3.5.4 From Protected List until Preseason Draft: (Late August - Mid September)
Owners may not sign free agents but all other transactions can take place. The ‘one-for-one’ rule is not in effect as long as at the end of the preseason draft, all owners have 28 players on his team. If a dispersal draft takes place, the ‘one-for-one’ rule is in effect such that if an owner chooses one or more players in the dispersal draft, he must drop the corresponding number of players off of his roster to keep 28 players on his team at the end of the preseason draft.
3.6 Date Guidelines
The following is the list of dates produced (that are not already defined) at the end of the 1996 regular season for the various events taking place. Please note that these dates are a guideline only, each date is subject to change upon agreement of majority of owners.
i. Expansion protection lists due: June 19, 1996
ii. Expansion protection lists given to expansion owner: June 21, 1996
iii. Expansion draft: June 23, 1996
iv. Protected lists due: Aug. 31, 1996
v. Preseason draft: Sept. 13, 1996 vi. Active roster, hot prospect and farm team lists due: Oct. 1, 1996
Note: A dispersal draft should take place around the same time as an expansion draft would take place.
Note: Due to availability of owners, the dispersal draft has traditionally taken place immediately preceeding the preseason draft.
Note: A “Mid-Season” meeting should be held around the NHL All-Star break to discuss potential changes to the constitution and to help promote trades. This meeting is subject to owner availability and has not traditionally taken place.
4.0 Expansion
The owners must decide before the All-Star break (or the Olympics in that year) if a suitable candidate will be allowed to enter the hockey pool in the next season. The expansion draft must take place after the end of the season and before the current owners protected list is submitted. An expansion owner must pay the regular season entry fee ($40.00) plus the average of the previous years transactions from January 1 to the date of the expansion draft. No more than one new owner may enter the hockey pool in one season and no more than 10 people may be an owner in this pool . A new owner may draft a maximum of 19 players, but does not have to draft the full 19 players. If a new owner drafts less than 19 players, he must fill up his roster by signing free agents or by making trades before the date in which he must submit his team to the point manager. During the draft, a new owner may draft a maximum of:
4 goalies
4 defencemen
A new owner may draft fewer players for each of the positions above and the remainder of the team must consist of forwards. The hot prospect may not be drafted and does not have to be protected in any of the following groups. The following is the expansion draft outline:
Group A Each current owner protects 6 untouchable players.
Group B Each current owner places 4 players in this group of which a new owner may take only 1 player from each current owner.
Group C The rest of the current owners players are placed in this group and a new owner may only take 2 players from each current owner.
Current owners are resposible for submitting their expansion protection list to the point manager by the required date. The point manager is then responsible for providing each owners B and C groups to the expansion owner (players in the A groups are put in one list and are also given to the expansion owner, so he knows what other players are not available to sign as free agents). Expansion owners may begin trading and signing free agents as soon as he picks his team. Please see section 3.5.3 (Transaction Timeline) for the specific rules. Expansion owners will
draft last in the new seasons regular preseason draft.
4.1 Changing Owners
If, for some reason, an owner does not wish to remain a part of this ultimate hockey pool, a suitable replacement should be found to take ownership of his team. The current owner is responsible for paying all outstanding debts unless he makes an agreement with the owner taking over his team for the payment of outstanding debts. This can occur at any time of the year with a majority vote being passed by the owners of the hockey pool.
4.2 Dispersal Draft
If, for some reason, an owner does not wish to remain a part of this ultimate hockey pool, and a suitable replacement cannot be found to take ownership of his team, a dispersal draft will take place. The owners must decide before the All-Star break (or the Olympics in that year) if a dispersal draft will take place. Alternatively, precedence has been set that if an owner decides to leave the hockey pool after the end of the season and before the pre-season draft, the remaining owners can vote on dispersing the departing owners team prior to the next preseason. The dispersal draft must take place after the end of the season and before the current owners protected list is submitted. Due to the fact that owners live in different geographical locations, owners may decide to complete the dispersal draft at the preseason draft (after the protected lists have been submitted). Once it is agreed that a team is being dispersed, the owner of that team is forced to stop all trades and may not sign free agents. The owner may promote and demote players in accordance with section 2.1 “Promotions (and Demotions)” and section 3.5 “Transaction Timeperiods”. The owner whose team is being dispersed is responsible for paying all outstanding debts. The order of the dispersal draft occurs opposite to the finishing rank of the previous years pool. Owners only take part in this draft if he wishes too. If an owner chooses a player in the first round of the dispersal draft, the cost for that player is $10.00. Each subsequent round will cost the owner $5.00 per player chosen. The draft will continue until all owners wish to stop drafting. If an owner choses one or more players in the dispersal draft, he must then drop the corresponding number of players from his roster to keep 28 players on his team (or 19 players if the dispersal draft takes place after the protected lists have been submitted). The hot prospect can be taken in the dispersal draft. Any players not chosen in the dispersal draft then become part of the pool of players eligible for the preseason draft.
5.0 Money
Money that has been collected is based on a calender year. All money is collected and payed out by the Money Manager. Fees are as follows:
Season Entry Fee $40.00
Player Promotion $1.00
Player Trades $2.00 (per owner)
Free Agent Signed $5.00
Money is collected by the money manager at the following times:
i. Money that is accumulated from transactions from the preseason draft to December 31 must be paid at the midseason meeting (if one is held that year). If no midseason meeting is held, the money will be collected at the next meeting.
ii. Money that is accumulated from transactions from January 1 to the end of season must be paid at the end of season meeting (if one is held that year). If no end of season meeting is held, the money will be collected at the next meeting.
iii. Money that is accumulated from the end of the last season to the preseason draft must be paid to the money manager at the preseason draft. Season entry fee must also be paid at this time.
The point manager or his assistant is responsible for notifying all owners of the amount that they owe the money manager. Money payed out by the money manager at the end of the season is divided out by the following method:
1st Place 60% of the money accumulated for that season.
2nd Place 30% of the money accumulated for that season.
3rd Place 10% of the money accumulated for that season
Owners must compensate the point manager (if he deems it necessary) for the cost of paper used for weekly standing updates. The point manager will notify the other owners how much they owe before the end of season meeting and the money is due at the end of season meeting. Owners must also compensate the point manager assistant (if he deems it necessary) for additional copies of the constitution.
6.0 Miscellaneuous
6.1 Strike/Lockout
In the event that there is a strike and/or lockout before the beginning of a season, the hockey pool will start after the dispute is over and regular (or shortened) season begins. If there is a midseason dispute, points will stop being accumulated at last game before the dispute and resume once the problem is settled. If there is a strike at the end of the season and the remainder of the season is cancelled, the hockey pool final standings will be decided from the points accumulated from the beginning of the season to the last game before the dispute. During any dispute, owners my make transactions in accordance to section 3.5 “Transaction Timeperiods.
6.2 Moving
If an owner moves (at any time of the year) he must notify the point manager and the assistant of his new phone number. If this is not done, a serious pounding will be administered.
6.3 Passing-On
In the untimely event that an owner passes away, the players that are on the deceased owners team will remain there (out of respect) until the pre-season draft of the next year. These players can then be drafted along with the rest of the unprotected players. These players cannot be signed as free agents before the preseason draft.
6.4 Loser
The big loser of the previous years hockey pool gets a side-wrenching laughing at the next years draft.
6.5 Girls
No girls are allowed to attend hockey pool meetings to secure the sanctity of the hockey pool. Girls are allowed to sit in different room as long as the owners cannot hear them. Any insubordination will be dealt with a severe pounding to the owner who brought the girl and the girl must clean the bathroom of the owner holding the meeting owners. Note, girls are not allowed to complain about the bathroom cleaning, because this rule was ammended since the old rule contained “the nasty” (her head was rubbed into each owners arm-pits) and was determined to be in violation with International Human Rights Laws.
7.0 Changing Constitution
If there are any questions or problems with the hockey pool constitution, the owners must discuss the issues at the next hockey pool meeting and have a majority vote to change any rule. The majority is defined here as above 50% of the voting capacity of all member of the hockey pool, regardless upon the number of owners attending the hockey pool meeting. Thus if owners are not present to cast a vote upon a subject and have not arranged to cast a vote (either by letting an owner vote for a specific item, giving his voting rights to another owner outright or by voting via current e-mail/phone conversations) his vote is automatically assumed to be abstained. If a vote comes to a tie, the rule remains unchanged. If any owner notices a discrepancy in the constitution, it is his civic duty to duly notify the ulitimate keeper of this holy constitution.
These rules become effective at the start of the 2004/2005 season.
7.1 Proposed Rule Changes (that have not been implemented)
The following section is reserved for proposed changes that have been discussed but did not pass during the voting process.
7.1.1 “Waiver Draft”
The following proposal has been discussed for owners to consider. A waiver draft would occur at the midseason, most likely during the all-star break. Players eligible for the waiver draft would be any player currently on any owner’s farm team and:
i. is not injured (at the present time of the waiver draft or perhaps has not been injured for more than 40% of the season).
ii. is not a contract hold out (at the present time of the waiver draft or perhaps has not been a contract hold out for more than 40% of the season).
iii. has played in the NHL for more than 2 seasons (minimum number of games per season to be determined).
Owners would be allowed to choose a player out of any other owners eligible players and would choose an eligible player off of his own roster to replace the player taken. The draft would continuously take place in the order opposite to the current standings. If an owner chooses a player and places him on his roster, another owner could not take that player. Owners do not have to choose players in the waiver draft if he does not wish to. The cost to obtain a player from another owners roster is $10.00. This price is only paid by the owner taking the player, not by the owner having the player taken off his roster and being replaced by a less skilled player.
Please note that this is only a proposal and is only provided here for owners to consider. The items in this proposal are only things remembered from our meeting of Feb. 6, 1999.
Note: As of November 24, 2002, the waiver draft has not been implemented. Waiver draft discussed and not implement at September 26, 2003 draft meeting.

In a regular season that has no expansion draft, the ‘one-for-one’ rule is in effect for all transactions.
3.5.4 From Protected List until Preseason Draft: (Late August - Mid September)
Owners may not sign free agents but all other transactions can take place. The ‘one-for-one’ rule is not in effect as long as at the end of the preseason draft, all owners have 28 players on his team. If a dispersal draft takes place, the ‘one-for-one’ rule is in effect such that if an owner chooses one or more players in the dispersal draft, he must drop the corresponding number of players off of his roster to keep 28 players on his team at the end of the preseason draft.
3.6 Date Guidelines
The following is the list of dates produced (that are not already defined) at the end of the 1996 regular season for the various events taking place. Please note that these dates are a guideline only, each date is subject to change upon agreement of majority of owners.
i. Expansion protection lists due: June 19, 1996
ii. Expansion protection lists given to expansion owner: June 21, 1996
iii. Expansion draft: June 23, 1996
iv. Protected lists due: Aug. 31, 1996
v. Preseason draft: Sept. 13, 1996 vi. Active roster, hot prospect and farm team lists due: Oct. 1, 1996
Note: A dispersal draft should take place around the same time as an expansion draft would take place.
Note: Due to availability of owners, the dispersal draft has traditionally taken place immediately preceeding the preseason draft.
Note: A “Mid-Season” meeting should be held around the NHL All-Star break to discuss potential changes to the constitution and to help promote trades. This meeting is subject to owner availability and has not traditionally taken place.
4.0 Expansion
The owners must decide before the All-Star break (or the Olympics in that year) if a suitable candidate will be allowed to enter the hockey pool in the next season. The expansion draft must take place after the end of the season and before the current owners protected list is submitted. An expansion owner must pay the regular season entry fee ($40.00) plus the average of the previous years transactions from January 1 to the date of the expansion draft. No more than one new owner may enter the hockey pool in one season and no more than 10 people may be an owner in this pool . A new owner may draft a maximum of 19 players, but does not have to draft the full 19 players. If a new owner drafts less than 19 players, he must fill up his roster by signing free agents or by making trades before the date in which he must submit his team to the point manager. During the draft, a new owner may draft a maximum of:
4 goalies
4 defencemen
A new owner may draft fewer players for each of the positions above and the remainder of the team must consist of forwards. The hot prospect may not be drafted and does not have to be protected in any of the following groups. The following is the expansion draft outline:
Group A Each current owner protects 6 untouchable players.
Group B Each current owner places 4 players in this group of which a new owner may take only 1 player from each current owner.
Group C The rest of the current owners players are placed in this group and a new owner may only take 2 players from each current owner.
Current owners are resposible for submitting their expansion protection list to the point manager by the required date. The point manager is then responsible for providing each owners B and C groups to the expansion owner (players in the A groups are put in one list and are also given to the expansion owner, so he knows what other players are not available to sign as free agents). Expansion owners may begin trading and signing free agents as soon as he picks his team. Please see section 3.5.3 (Transaction Timeline) for the specific rules. Expansion owners will
draft last in the new seasons regular preseason draft.
4.1 Changing Owners
If, for some reason, an owner does not wish to remain a part of this ultimate hockey pool, a suitable replacement should be found to take ownership of his team. The current owner is responsible for paying all outstanding debts unless he makes an agreement with the owner taking over his team for the payment of outstanding debts. This can occur at any time of the year with a majority vote being passed by the owners of the hockey pool.
4.2 Dispersal Draft
If, for some reason, an owner does not wish to remain a part of this ultimate hockey pool, and a suitable replacement cannot be found to take ownership of his team, a dispersal draft will take place. The owners must decide before the All-Star break (or the Olympics in that year) if a dispersal draft will take place. Alternatively, precedence has been set that if an owner decides to leave the hockey pool after the end of the season and before the pre-season draft, the remaining owners can vote on dispersing the departing owners team prior to the next preseason. The dispersal draft must take place after the end of the season and before the current owners protected list is submitted. Due to the fact that owners live in different geographical locations, owners may decide to complete the dispersal draft at the preseason draft (after the protected lists have been submitted). Once it is agreed that a team is being dispersed, the owner of that team is forced to stop all trades and may not sign free agents. The owner may promote and demote players in accordance with section 2.1 “Promotions (and Demotions)” and section 3.5 “Transaction Timeperiods”. The owner whose team is being dispersed is responsible for paying all outstanding debts. The order of the dispersal draft occurs opposite to the finishing rank of the previous years pool. Owners only take part in this draft if he wishes too. If an owner chooses a player in the first round of the dispersal draft, the cost for that player is $10.00. Each subsequent round will cost the owner $5.00 per player chosen. The draft will continue until all owners wish to stop drafting. If an owner choses one or more players in the dispersal draft, he must then drop the corresponding number of players from his roster to keep 28 players on his team (or 19 players if the dispersal draft takes place after the protected lists have been submitted). The hot prospect can be taken in the dispersal draft. Any players not chosen in the dispersal draft then become part of the pool of players eligible for the preseason draft.
5.0 Money
Money that has been collected is based on a calender year. All money is collected and payed out by the Money Manager. Fees are as follows:
Season Entry Fee $40.00
Player Promotion $1.00
Player Trades $2.00 (per owner)
Free Agent Signed $5.00
Money is collected by the money manager at the following times:
i. Money that is accumulated from transactions from the preseason draft to December 31 must be paid at the midseason meeting (if one is held that year). If no midseason meeting is held, the money will be collected at the next meeting.
ii. Money that is accumulated from transactions from January 1 to the end of season must be paid at the end of season meeting (if one is held that year). If no end of season meeting is held, the money will be collected at the next meeting.
iii. Money that is accumulated from the end of the last season to the preseason draft must be paid to the money manager at the preseason draft. Season entry fee must also be paid at this time.
The point manager or his assistant is responsible for notifying all owners of the amount that they owe the money manager. Money payed out by the money manager at the end of the season is divided out by the following method:
1st Place 60% of the money accumulated for that season.
2nd Place 30% of the money accumulated for that season.
3rd Place 10% of the money accumulated for that season
Owners must compensate the point manager (if he deems it necessary) for the cost of paper used for weekly standing updates. The point manager will notify the other owners how much they owe before the end of season meeting and the money is due at the end of season meeting. Owners must also compensate the point manager assistant (if he deems it necessary) for additional copies of the constitution.
6.0 Miscellaneuous
6.1 Strike/Lockout
In the event that there is a strike and/or lockout before the beginning of a season, the hockey pool will start after the dispute is over and regular (or shortened) season begins. If there is a midseason dispute, points will stop being accumulated at last game before the dispute and resume once the problem is settled. If there is a strike at the end of the season and the remainder of the season is cancelled, the hockey pool final standings will be decided from the points accumulated from the beginning of the season to the last game before the dispute. During any dispute, owners my make transactions in accordance to section 3.5 “Transaction Timeperiods.
6.2 Moving
If an owner moves (at any time of the year) he must notify the point manager and the assistant of his new phone number. If this is not done, a serious pounding will be administered.
6.3 Passing-On
In the untimely event that an owner passes away, the players that are on the deceased owners team will remain there (out of respect) until the pre-season draft of the next year. These players can then be drafted along with the rest of the unprotected players. These players cannot be signed as free agents before the preseason draft.
6.4 Loser
The big loser of the previous years hockey pool gets a side-wrenching laughing at the next years draft.
6.5 Girls
No girls are allowed to attend hockey pool meetings to secure the sanctity of the hockey pool. Girls are allowed to sit in different room as long as the owners cannot hear them. Any insubordination will be dealt with a severe pounding to the owner who brought the girl and the girl must clean the bathroom of the owner holding the meeting owners. Note, girls are not allowed to complain about the bathroom cleaning, because this rule was ammended since the old rule contained “the nasty” (her head was rubbed into each owners arm-pits) and was determined to be in violation with International Human Rights Laws.
7.0 Changing Constitution
If there are any questions or problems with the hockey pool constitution, the owners must discuss the issues at the next hockey pool meeting and have a majority vote to change any rule. The majority is defined here as above 50% of the voting capacity of all member of the hockey pool, regardless upon the number of owners attending the hockey pool meeting. Thus if owners are not present to cast a vote upon a subject and have not arranged to cast a vote (either by letting an owner vote for a specific item, giving his voting rights to another owner outright or by voting via current e-mail/phone conversations) his vote is automatically assumed to be abstained. If a vote comes to a tie, the rule remains unchanged. If any owner notices a discrepancy in the constitution, it is his civic duty to duly notify the ulitimate keeper of this holy constitution.
These rules become effective at the start of the 2004/2005 season.
7.1 Proposed Rule Changes (that have not been implemented)
The following section is reserved for proposed changes that have been discussed but did not pass during the voting process.
7.1.1 “Waiver Draft”
The following proposal has been discussed for owners to consider. A waiver draft would occur at the midseason, most likely during the all-star break. Players eligible for the waiver draft would be any player currently on any owner’s farm team and:
i. is not injured (at the present time of the waiver draft or perhaps has not been injured for more than 40% of the season).
ii. is not a contract hold out (at the present time of the waiver draft or perhaps has not been a contract hold out for more than 40% of the season).
iii. has played in the NHL for more than 2 seasons (minimum number of games per season to be determined).
Owners would be allowed to choose a player out of any other owners eligible players and would choose an eligible player off of his own roster to replace the player taken. The draft would continuously take place in the order opposite to the current standings. If an owner chooses a player and places him on his roster, another owner could not take that player. Owners do not have to choose players in the waiver draft if he does not wish to. The cost to obtain a player from another owners roster is $10.00. This price is only paid by the owner taking the player, not by the owner having the player taken off his roster and being replaced by a less skilled player.
Please note that this is only a proposal and is only provided here for owners to consider. The items in this proposal are only things remembered from our meeting of Feb. 6, 1999.
Note: As of November 24, 2002, the waiver draft has not been implemented. Waiver draft discussed and not implement at September 26, 2003 draft meeting.
